Tailwind CSS v4

The 2024+ rewrite of Tailwind, with native CSS variables, `@theme inline` syntax, and faster Oxide engine.

Tailwind v4 removed `tailwind.config.js` in favor of `@theme inline` blocks in CSS, made every utility CSS-variable-backed, and introduced the Oxide compilation engine (faster Lightning CSS-based). AI2 Design ships in Tailwind v4 with `@theme inline` color/spacing/typography tokens at the root; every brief's `constraints` field marks Tailwind v4 + `@theme inline` as the target compile output.
